Attorney. Served in U.S. Marine Corps, 1942-46. Delegate or alternate to 14 Democratic Party National Conventions. President, National Association of State Auditors, Comptrollers, and Treasurers, 1969. Published weekly newspaper, Calvert Journal-Gazette, at Prince Frederick, Maryland. President, Maryland-Delaware-District of Columbia Press Association, 1974-75. Chair, Board of Visitors and Governors of Washington College, 1980-98. Recipient of Financial Reporting Achievement Award, Municipal Finance Officers Association of the United States and Canada, 1981-1998. Thomas Kennedy Award, House of Delegates, 1995. H. Vernon Eney Endowment Fund Award, Maryland Bar Foundation, 2000. Married to the former Hazel E. Horton, who died April 20, 1996; three children: Philip, Louisa, and Margaret Senate. Comptroller Goldstein died in Prince Frederick, Maryland, July 3, 1998.


LOUIS L. GOLDSTEIN

Louis L. Goldstein served as Comptroller of the Treasury from 1959 to 1998. Born in Prince Frederick, Maryland, on March 14, 1913, he was educated in Baltimore City and Calvert County public schools, at Washington College, Chestertown, Maryland (B.S., 1935), and the University of Maryland School of Law (J.D., 1938). From 1939 to 1942, he was an elected delegate from Calvert County to the Maryland General Assembly. He enlisted in the U.S. Marine Corps as a private in 1942 and was discharged in 1946 as a first lieutenant after service in the Asiatic and Pacific theatres. He was a captain (retired) in the U.S. Marine Corps Reserve.

From 1947 through 1958, Mr. Goldstein was an elected State Senator from Calvert County. During that time he was Majority Leader (1951-1955) and President of the Senate (1955-1958). He was a member of the Legislative Council (1947-1958) and served as its Chair between 1955 and 1958. In 1958, he was elected Comptroller of the Treasury; he was reelected in 1962, 1966, 1970, 1974, 1978, 1982, 1986, 1990, and 1994. No one served in statewide elected office in Maryland longer than Mr. Goldstein.

Mr. Goldstein and his late wife, Hazel, shared a legal practice in Prince Frederick. He also operated several farms. He was active in veterans, charitable and civic organizations. He served as President of the National Association of State Auditors, Comptrollers, and Treasurers for 1969. He chaired the Board of Visitors and Governors of Washington College. He also served as a delegate or alternate to fourteen Democratic Party National Conventions and was a member of the Platform and Resolutions Committee at the 1964, 1968, 1972, 1976, 1984, 1988, and 1992 conventions.

The University of Baltimore, University of Maryland College Park, University of Maryland at Baltimore, Morgan State University, Towson State University, Loyola College, Washington College, and Western Maryland College each awarded Mr. Goldstein honorary doctorates. He received the President's Medal from Mt. St. Mary's College, the Father Andrew White Medal from Loyola College, and the Lord Baltimore Award from St. Mary's College of Maryland. He received the Financial Reporting Achievement Award from the Municipal Finance Officers Association of the United States and Canada each year since 1981, the Distinguished Financial Leadership Award from the Association of Government Accountants, and the Scantlebury Award from the Joint Financial Management Improvement Program of the U.S. Government. He also received other awards for his interest in civic affairs, education, historic preservation, promotion of tourism, outstanding management, veterans' affairs, and conservation. In 1997, the National Association of State Comptrollers named a new award in his honor, the "Louis L. Goldstein Award for Excellence."

Mr. Goldstein was married for forty-eight years to the former Hazel E. Horton, who died April 20, 1996. They had three children: Philip, Louisa, and Margaret Senate. Mr. Goldstein resided at Oakland Hall, Prince Frederick, Maryland.
