Child and Family Services Advisory Board was established by Department in Nov. 2005. Board identified challenges facing Maryland's child welfare system; and, providing insight and expertise from various perspectives, presented possible strategies to meet challenges. Board worked on developing and implementing Program Improvement Plan as required by federal Department of Health and Human Services.

Board members represented local departments of social services; local government; State and local agencies that administer federal programs for children, such as Head Start; as well as public and private nonprofit community-based organizations; birth, adoptive and foster parents; professional and advocacy organizations; and youths in foster care.

COMMUNITY SERVICES ADMINISTRATION
Created by Executive Order in 1964, Community Services Administration began as Maryland Office of Economic Opportunity. Office was established by statute in 1965 (Chapter 306, Acts of 1965) and renamed Maryland Office of Community Services in 1979 (Chapter 50, Acts of 1979). By Executive Order, Community Programs Administration merged with Office in 1982. Office became Community Services Administration in 1984 (Chapter 196, Acts of 1984).

Poor, disadvantaged, disabled, and others in need were served by Community Services Administration. Programs included adult services, energy assistance, homeless services, legal services, refugee and immigrant services, and services to families and victims of crime.

Abolished in April 2008, and functions reassigned (Chapter 116, Acts of 2008).

CHILD WELFARE TRAINING ACADEMY
Under Social Services Administration, Child Welfare Training Academy was established by Department in March 2006 to ensure highest quality training for child welfare workers, managers, supervisors, foster parents, and other providers of care to children.

CUSTOMER CARE CENTER
Under Family Investment Administration, transferred to Baltimore City Department of Social Services in May 2012.

DOMESTIC VIOLENCE PROGRAM
Under Office of Grants Management, this program aided victims of abuse and their children who must leave home to safeguard their lives and welfare. Program began as a model shelter in 1971. Through a network of community organizations, Program offered safe, temporary shelter or help in finding shelter, legal and therapeutic counseling, information, and referral for victim; and rehabilitation for the abuser (Code Family Law Article, secs. 4-513 through 4-516).

Tranferred to Governor's Office of Crime Control and Prevention in July 2011 (Chapter 356, Acts of 2011).

Authorized in 1984, Advisory Board of the Shelter, Nutrition, and Service Program for Homeless Individuals and Families became known by 1988 as Governor's Advisory Board on Homelessness (Chapter 777, Acts of 1984). Board advised Department and Governor on planning, policy, and regulations.

Appointed by Governor, Board consisted of sixteen members who served two-year terms (Code Human Services Article, secs. 6-421 through 6-425).

Repealed effective July 2014 (Chapter 341, Acts of 2014).

GOVERNOR'S COMMISSION ON ASIAN-PACIFIC AMERICAN AFFAIRS

GOVERNOR'S COUNCIL ON THE STATUS OF GIRLS
In June 2000, Governor established Governor's Council on the Status of Girls within Maryland Commission for Women (Executive Order 01.01.2000.11; Executive Order 01.01.2000.23).

For Maryland girls, Council identified what obstructions keep them from realizing their full potential and what resources were available to meet their needs. Council recommended changes through legislation, policy, or procedure; and advised State agencies on how to implement such changes to benefit Maryland's girls. Council also set up a reporting system to see how State laws and policies affect Maryland girls.

Council consisted of up to nineteen members. Up to eight of these were appointed by Governor, who also named two youth members. Other members represented State agencies.

Abolished on Sept. 5, 2003 (Executive Order 01.01.2003.29).

IN-HOME AIDE SERVICES
Under Office of Adult and Family Services within Community Services Administration, this unit in March 1997 became part of Home-Based Services.

INTERNAL ASSESSMENT DIVISION
Under Child-Support Enforcement Administration, renamed Audit Division in April 2003.

LEGISLATIVE & PROGRAM COORDINATION
Legislative and Program Coordination began in 2000. It coordinated activities for attorneys working in local child support enforcement offices and established a database of cases for them. Also, federal and State legislation were monitored and analyzed by this office.

Under Child-Support Enforcement Administration, abolished in July 2003 due to budgetary constraints.

MANAGEMENT & SPECIAL SERVICES
Under Social Services Administration, Management and Special Services started in 1980 as Office of Administrative Support Services. It was renamed Office of Executive Management and Support Services in 1991. As Office of Administrative Services in 1996, it assumed functions of former Office of Child-Placement. In Aug. 1997, it became Office of Management Services, and in August 2007 reorganized as Management and Special Services.

To support operation of Department programs, Management and Special Services worked through Budget and Central Services; Contracts and Monitoring; and Quality Assurance. In 2011, Budget and Central Services moved directly under the Executive Director. Other functions restructured under Operations.

MARYLAND ADVISORY COUNCIL FOR NEW AMERICANS
Maryland Advisory Council for New Americans started as Maryland Refugee Advisory Council in 1980. In 1994, Council received its present name (Executive Order 01.01.1994.26). Council assisted Maryland Office for New Americans in carrying out its mandates and identifying problems and needs of new Americans living in Maryland.

In Dec. 2008, Council was superceded by Maryland Council for New Americans (Executive Order 01.01.2008.18).

OFFICE OF SUBSTANCE ABUSE INITIATIVES
Office of Substance Abuse Initiatives formed in 2001 to develop and implement substance abuse programs for parents and children receiving services under Social Services Administration. With Department of Health and Mental Hygiene, Office provided screening for alcohol and other drug abuse to clients of Administration, assessed their needs, and referred them to substance abuse treatment programs.

Under Social Services Administration, Office ceased to exist due to budget constraints in 2003.

OFFICE OF TRANSITIONAL SERVICES
Created in 1997, Office of Transitional Services worked to end hunger and homelessness in Maryland by providing food, emergency shelter, and transitional shelter (Code Human Services Article, secs. 6-401 through 6-406).

In April 2008, functions transferred to Office of Grants Management.

OFFICE OF VICTIM SERVICES
In 1983, Office of Victim Services was created as Women's Services Program by Department and Community Services Administration. Renamed Women's Advocacy Program in 1991, it became Women's Services in 1992, and Office of Victim Services in 1999. Office coordinated help for displaced homemakers, homeless women, and victims of domestic violence and other violent crimes.

In April 2008, functions transferred to Office of Grants Management.

OFFICE OF VOLUNTEER & COMMUNITY SERVICES
Renamed in 2000 as Office of Community and Volunteer Services.

OFFICE OF WORK OPPORTUNITIES
In July 1989, Office of Work Opportunities began as a federally mandated program called Project Independence. Project was a work and training program for welfare recipients. With Department of Business and Economic Development and State Department of Education, it sought to move clients from welfare dependency to economic self-sufficiency through education, skills training, work-related activities, support services, and job placement. Formerly under Deputy Secretary for Programs and Local Operations, Office of Project Independence Management reorganized as Office of Work Opportunities under Family Investment Administration in 1996. Renamed Office of Work Opportunities and Field Operations in Oct. 1996, it again became Office of Work Opportunities in Sept. 1998.

Due to budgetary cuts, disbanded in July 2004.

PLANNING
Planning was created in 1995 as Planning, Legislation, and Innovation and reorganized as Planning in February 1998. This office made policy, designed programs, and developed initiatives. The Deputy Secretary formulated social welfare policy and promulgated regulations reflecting new laws. The Deputy Secretary found alternative funding sources for programs; did strategic planning for the Department; and acted for the Secretary at administrative hearings and appeals.

In Dec. 2003, Planning was abolished, and its oversight for Administrative Services (now Administrative Operations), and Human Resource Development and Training was reassigned to the Chief of Staff.

Established in 1983, the Rape Crisis Program became part of Women's Services in 1992, was placed under the Office of Victim Services in Dec. 1999, and moved to Office of Grants Management in April 2008.

Program gave specialized support to victims of rape and sexual assault. Community organizations provided telephone hotlines, counseling, and medical and legal help. To decrease incidence of rape and sexual assault, Program funded presentations to community groups, and distributed information through billboards, pamphlets, and radio and television public service announcements.

Transferred to Governor's Office of Crime Control and Prevention in July 2011 (Chapter 356, Acts of 2011).

RESOURCE DEVELOPMENT, PLACEMENT & SUPPORT SERVICES
Under Social Services Administration, restructured as Placement Support and Interagency Initiatives in Oct. 2014.

RESPITE CARE PROGRAM
Under Office of Adult and Family Services within Community Services Administration, became part of Home-Based Services in March 1997.

SOCIAL SERVICES TO ADULTS
Under Office of Adult and Family Services within Community Services Administration, incorporated into Community-Based Services in March 1997.

SUPPORT SERVICES
Under Child-Support Enforcement Administration, reorganized as Operations.

WELFARE REFORM OFFICE
Under Family Investment Administration, completed its work in Oct. 1996.

WOMEN'S SERVICES
Under Community Services Administration, renamed Office of Victim Services in Dec. 1999.
