In 1974, the Maryland Humanities Council formed as the Maryland Committee for the Humanities and Public Policy in response to the federal law creating the National Endowment for the Humanities (P.L. 89-209). In 1983, it reformed under its present name.

The Council is a private, nonprofit Maryland corporation. It is funded by the federal government, the Maryland Historical Trust, and by foundations, corporations, and individuals.

An independent 501 (c) (3) organization, the Council is the Maryland statewide programming arm of the National Endowment for the Humanities. The humanities include archaeology; comparative religion; ethics; history; jurisprudence; literature; philosophy; and the history, criticism, and theory of the arts, and related social sciences.

The Council encourages public dialogue that interprets human experience, promotes cross-cultural understanding, explores human values, strengthens community, and connects people to the wider world. Council programs, both staff-initiated and grant-supported, help provide a bridge between the academic community and the general public.

The Governor appoints up to six of the Council's twenty-four volunteer members.
