The Governor formed the Governor's Heroin and Opioid Emergency Task Force in February 2015 (Executive Order 01.01.2015.12).

To prevent, treat, and reduce heroin and opioid abuse in Maryland, the Task Force will advise and assist the Governor in setting up a coordinated statewide course of action. Further, the Task Force is to advise the Governor and the Director of Homeland Security on how to immediately improve the coordination among federal, State and local law enforcement agencies working to prevent the trafficking and distribution of heroin and opioids in the State.
