In November 2008, the Video Lottery Facility Location Commission was established (Chapter 4, Acts of 2007 Special Session; Code State Government Article, sec. 9-1A-36). The Commission conducts a competitive bidding process to award up to five licenses to operate a video lottery [slots gambling] facility in Maryland. With certain stipulations, one license may be awarded for each of five locations: Allegany, Anne Arundel, Cecil and Worcester counties, and Baltimore City. The Maryland Video Lottery Program is regulated by the State Lottery and Gaming Control Agency.
For each georgraphic area in which a video lottery facility is located, a local development council is established. The council advises the county on the impact of the facility on the communities in immediate proximity to the facility, and on the needs and priorities of those communities. The Council also makes recommendations to the county and municipality in which the video lottery facility is located regarding the multi-year plans for expenditure of revenue from the facility (Code State Government Article, sec. 9-1A-31).
