In October 2003, the Bail System Task Force was created by the Chief Judge of the Court of Appeals. The Task Force analyzed the bail bond system from acceptance to satisfaction or forfeiture, and recommended ways to improve it. Procedures to facilitate monitoring and ensure compliance with law, rules, and regulations also were drafted by the Task Force.

On December 13, 2007, the Bail System Task Force submitted its report and recommendations to the Chief Judge of the Court of Appeals. The administrative order creating the Task Force was rescinded March 5, 2008.
