Under the Department are four bureaus: Engineering, Recycling Operations, Roads Operations, and Utilities.

The Council consists of seven to ten members appointed to three-year terms by the Board of County Commissioners.

The Bureau of Engineering manages engineering and environmental projects. It provides engineering design, review, and construction inspection services for the County's Capital Improvement Program.
The Bureau of Recycling Operations is responsible for landfills, and the County recycling program.
The Bureau of Roads Operations maintains County roads and bridges. Maintenance includes roadside mowing, patching, drainage work, pipe cleaning and replacement, tree trimming and removal, storm drain maintenance and repair, and surface sealing operations. The Bureau also responds to emergency road situations involving snowstorms, flooding, downed trees, and vehicle accidents. In addition, the Bureau maintains all types of road signs, and is responsible for highway striping (County Code, secs. 10-101 through 10-402).
The Bureau of Solid Waste Operations oversees the County's solid waste collection system. The Bureau operates the Northern Landfill at Westminster, and the Hoods Mill Landfill at Woodbine in the southern part of the County (County Code, secs. 12-101 through 12-110).
SOLID WASTE ADVISORY COUNCIL
Created in March 2014, the Solid Waste Advisory Council advises the Department of Public Works on matters relating to the administration, operation, capital projects, and budget of the Bureau of Solid Waste Operations.
The Bureau of Utilities operates and maintains County water and sewer facilities. For water, the Bureau oversees the Freedom District Water Treatment Plant, the Bark Hill Water supply, and the Pleasant Valley Community Water system. For sewerage, the Bureau operates the Pleasant Valley Wastewater Treatment Plant, the South Carroll Wastewater Treatment Plant, the Winfield Sewer Pumping Station, and the Runnymede Wastewater Treatment Plant (County Code, secs. 14-101 through 14-901).
